What’s a Title 1 School?
Title 1 Schools are defined as schools where at least 40% of the children in the school attendance area are from low-income families or at least 40% of the student enrollment are from low-income families.
No Child Left Behind requires all districts and schools receiving Title I funds to meet state "adequate yearly progress" (AYP) goals for their total student populations and for specified demographic subgroups.

About Our Community
Our Families And Schools Together (FAST) programs are currently in place in Title 1 elementary schools in the Newport-Mesa Unified School District (NMUSD).
The Newport-Mesa Unified School District is located in Orange County, California and is the second largest county in California, in terms of population with over 108,724 residents.
Despite the media’s portrayal of affluence in Orange County there is a widening gap between socio-economical groups. In the West side of Costa Mesa, a key service area of C&SC, over 13, 700 residents are living in poverty.
A significant number of these students and families are first-generation Latino immigrants who are English learners as well. Combined, this disadvantage, literacy-challenged population is one of California’s most vulnerable.
